What are you fishing for?? Are you on a lake or river? How big are the target species?
Then we can give some answers

As a basic set-up ...use enough weight around the base as locking shot to cast easily...nothing worse than wafting rods around in the air like fly swatters.
As a general anti tangle rig...your first dropper shot should be just over half distance between float and hook...apply this to any others down to the hook-length...(i never put shot on hook lengths)
The amount of shot down the line will depend on flow and tow...river or stillwater.
Feather the line as it lands at the required distance...and the rig should fall in a line.
The rest is up to you..... gaining experience for the required for venues, quarry and conditions up and down the country.
I'm told the first 10 years are the worst...then it gets a little easier.

I'd add that you want to use the heaviest waggler you need. Don't use anything bigger as its extra weight for the fish to pull under. For 30yds a 3AAA waggler should get you there. Use 3 - 4lb main line like Maxima as it has a lot of stretch. If your carp fishing on a lake keep the shot down the line to a minimum or don't use ant at all. Get a loaded waggler. Insert wagglers are better for lakes. Cast past your target area and sink the line. When feeding, put the bait in first then cast on to it as your bait will follow it down.
