Hi carpman, There are a few things u need to tell us as there are lots of poles out there that differ in lots of ways in terms of price & what sort of fishing they are made for
What sort of fishing do you do ?

You say that some of the carp come in at 12 to 15 lbs if thats only the odd one then most poles will handle them ok, providing you take your time and there are not many snags. Two poles that would suit both your budget and needs are the Shimano Technium XTA at 13mtrs and under £200 also worth a look is the Leeda Blue Diamond 16mtr at around £220 if you shop round whilst it longer than you want at around 13mtrs is reckoned to be very good, still fishable at 14 1/2 but only floatable at 16 spares are pretty cheap as well.
