Im fishing on pole at 8 metres. In 4.5ft of water. 6 inches on the bottom.
Feeding caster & hemp with 4 red maggots on the hook(14s). Im bulking my shot about 12 inches from the hook then 1 no 10 shot 4 inches from the hook.
Im missing loads of bites or foul hooking fish. Mostly catching skimmers to 2lb and tench to 2lb.
What should i do?

Looks like the fish are coming up high in the water to intercept your loose feed. Try fishing in the top 2 feet with a shallow rig . Start @ 2 feet & come shallower if u continue to get liners (missed bites) until u start converting bites into fish. The alternative is to feed a larger amount less often to encourage the fish to feed on the bottom but at this time of year the fish often compete more vigerously for your feed which brings them up in the water anyway. Rig wise use a short pole float with a bristle leaving a fair bit showin to read the 'liners' , the lighter the better with your shot under the float leaving your hookbait to fall through tthe water in a natural manner for the best possible presentation. Some anglers use dibbers but these floats often result in foulers cos line bites cannot be detected. Try it

The missed bites sound more like liners and the foul hookers you are getting would confirm that.
I would also look at the feeding first to make sure you are not encouraging them up off the deck by feeding too regular, though they don't need too much encouragement in this weather and as Scatty says if you can't keep them down try fishing shallow for them.
If you are mostly catching skimmers and Tench and prefer to fish on the deck, if the bites are a bit iffy, I would try scaling down a bit on hook size and going with single or double casters or maggots instead of 4's. Experiment spreading your bulk shots or moving them further from the hook to get the best balance of sensitivity and bite indication, make sure the float is not too heavy and the tip is fine enough and set low enough to indicate the shy bites (I normally fish about 4 x 12 float in that depth of water unless it is windy or towing).

As well as altering your feeding pattern, I would suggest that having 6 inches of line on the bottom is too much, and the bait could be being mouthed and dropped before registering on the float again causing foul hookers, try plumbing up at dead depth, and add an inch at a time till you start hitting the bites.

Agreed Brian! I meant to post that I usually start off at dead depth rather than laying on Eric
